Are there official sites with information on Irish roads?
There most certainly are. The National Roads Authority (NRA) have a quite extensive website. There are sections listing current road projects, planned ones, and past projects. A wealth of documentation, maps, etc. is available on the site. The news section can also be interesting. If you visit the resources and publications section, a links subsection has links to all the local authority websites, regional design office websites, and road scheme websites. You won't run out of reading material any time soon.

The Department of Transport website is also worth investigating, the 2006 statutory instruments setting out the national roads and regional roads are available there.
Transport 21 is a multi-billion euro investment in transport planned by the govt. This includes road projects. Transport 21 will be included in the next National Development Plan. Check out the website:
How about other sites?
SABRE is the "Society of All British Road Enthusiasts". As well as the UK content, there is a section in the Photo gallery relating to Ireland, and the main discussion forum is British and Irish roads.
Wesley Johnson's Northern Ireland Roads Site is a superb reference for roads north of the border.
Chris's British Roads Directory is a superb resource for UK roads, but Irish roads get a look-in in the international section, and of course, Northern Ireland's roads are covered.
Pathetic Motorways is a fascinating website. Most of the contents from from mainland UK, but our very own N32 gets a look in, as does the A8 (M) up the North.
